Governance

Our management structure

The development of Jennie’s Meadow is managed by the Jennie’s Meadow Homeowner Association (JMHOA), incorporated as a 501(c)3 nonprofit organization within the State of Washington. JMHOA governs through a Master Board, a Townhome Board, and the Architectural Review Committee; By-Laws and  Covenants, Conditions, and Restrictions (CC&Rs) are the governing documents that guide our decisionmaking. Additional committees assist with specific tasks and make recommendations to the Master Board as needed. The Master Board meets monthly for general business, holds an annual meeting in the Spring during which elections are held, and holds an additional meeting in the Fall to ratify the annual budget. All homeowners are welcome at these meetings. Additional committees may be constituted to advise the Master Board. The JMHOA also produces a monthly newsletter to inform homeowners and residents about important topics and routine updates.


Covenants, Conditions, and Restrictions

What Are CC&Rs?

CC&Rs are commonly required for intensive subdivisions and planned-unit developments.  The CC&Rs are a legally binding set of standards that serve to protect the quality, infrastructure, legal integrity, and value of the overall development. 

While some of the declarations of the CC&Rs can be rescinded by a vote of the homeowners, others must be retained for the life of the development. The CC&Rs serve several purposes:

  • They implement the requirements of the Sequim municipal code and other legally-binding conditions for development;
  • They protect the overall quality of the development by providing a consistent aesthetic and theme;
  • They protect individual property values by controlling activities that may lead to degradation or blight;
  • They help maintain positive neighborly relationships by creating common understanding and standards;
  • They protect the surrounding neighborhoods from the potential negative impacts of intensive development;
  • They provide for equitable governance, access to decision-making, and due process in the case of difference or dispute.
